2025-08-28 Derogation of ICS2 Stage 3/Step 3 and NCTS Phase 6

Starting September 1, 2025, Poland will implement a derogation regarding the deployment of systems ICS2 stage 3/step 3 and NCTS phase 6 until May 31, 2026. This allows entities in rail and road transport to continue using the existing rules of NCTS phase 5 without needing to apply for an implementation window.

Derogation effective from September 1, 2025, to May 31, 2026.
Entities can use NCTS phase 5 rules for safety data submission.
Derogation due to the administration's unpreparedness for NCTS phase 6.
PDS can be submitted to ICS2 starting September 1, 2025.
Express carriers can present goods for ICS2 formalities after obtaining approval.
