2025-09-02 Guidelines for Submitting PDS in Road and Rail Transport During Derogation of ICS2 and NCTS Phase 6

The European Commission has issued guidelines for submitting security and safety data in import declarations (PDS) and transit declarations during the derogation period for ICS2 Phase 3/Step 3 and NCTS Phase 6. Businesses must use the allowed systems in the respective member states for submitting these data.

Derogations granted for ICS2 Phase 3/Step 3 and NCTS Phase 6.
Guidelines effective from September 1, 2025.
Separate PDS required when goods enter and exit the EU customs area.
Example route: Turkey through Bulgaria and Serbia to Hungary requires two separate PDS.
