ICS2 – end of the transitional period for road, rail, and unaccompanied trailer transport to France

The French customs administration has announced that the transitional period for ICS2 (Import Control System 2) for road, rail, and unaccompanied trailer transport will end on December 31, 2025. From January 1, 2026, PDS (Pre-Departure Summary) declarations must be submitted exclusively in ICS2, or entry of goods into the EU customs area may be denied.
- End of ICS2 transitional period: December 31, 2025.
- PDS declarations can only be submitted in ICS2 starting January 1, 2026.
- Failure to submit PDS in ICS2 may result in denial of entry by French customs.
- Operators using the 'smart border' must create and use Obligatory Logistics Envelopes (ELO).
