2025-08-14 New Guidelines on ICS2 and NCTS Phase 6 Systems

The European Commission has issued new guidelines regarding the implementation of the ICS2 and NCTS Phase 6 systems, which will be mandatory for road and rail carriers in the European Union. Poland has the option to apply for a derogation for the implementation of ICS2 Phase 3 and NCTS Phase 6 until May 31, 2026, allowing carriers to submit short import declarations (PDS) under existing rules until then.

• Deadline for derogation application: May 31, 2026.
• Short import declarations (PDS) can be submitted under existing rules until September 1, 2025.
• Transport must be conducted under transit procedures in NCTS2, ending in Poland.
• Application for the process must be submitted to the appropriate Customs Administration Chamber (IAS).
• Required information includes the economic operator's name, EORI number, and the designated customs office.
