The Council Regulation (EU) 2026/382, published on February 18, 2026, amends Regulation (EC) No 1186/2009 by abolishing the exemption from customs duties for low-value shipments. This regulation will take effect on July 1, 2026, and introduces a customs duty of 3 EUR per item for shipments valued up to 150 EUR under certain conditions.

Regulation (EU) 2026/382 was published on February 18, 2026.
The regulation applies from July 1, 2026.
It abolishes the exemption for customs duties on imports of goods valued at up to 150 EUR.
From July 1, 2026, to July 1, 2028, a customs duty of 3 EUR per item will be introduced for certain low-value shipments.
Conditions for the duty include VAT exemption under Directive 2006/112/EC or if the goods are in a postal shipment.
