2025-11-28 Status of Authorized CBAM Declarant and Access to CBAM Reporting Portal

Starting January 1, 2026, goods subject to the CBAM (Carbon Border Adjustment Mechanism) can only be imported into the EU customs area by an authorized CBAM declarant (UZ CBAM). Importers must apply for this status electronically via the CBAM portal, with a deadline for applications set for March 31, 2026. The process for applying for UZ CBAM status will begin on December 1, 2025.
- Importers must submit an application for UZ CBAM status before importing goods.
- Importers bringing in more than 50 tons of CBAM goods must have UZ CBAM status.
- The competent authority for granting this status is the Director of the Customs Administration Chamber in Poznań.
- Access to the CBAM registry requires authorization through PUESC.
- Importers with existing access to the transitional CBAM registry will automatically gain access to the CBAM reporting portal.
